The first step is to find a pay per click site or referal site that you can sign up with. There are a lot of free ones out there, so don't get scammed into paying for anything.
For example, this site, Blogger, allows you to run Google Adsense. Everytime someone clicks on your ads, you earn a kick back.
There are also online surveys that you can do to earn cash also.
